On 24 November 2008 Alistair Darling will deliver a keenly anticipated pre-budget report. Against a background of deepening economic crisis this PBR could be the most significant for many years and indeed the most controversial. It is widely expected that Darling will announce a substantial fiscal injection aimed at heading off what is widely predicted to be the deepest recession for many years. It is an open secret that the PBR will contain significant and wide ranging tax cuts and probably announcements of additional programmes of public spending. It is generally considered that the combination of tax cuts and increased public spending could have serious consequences for the public finances.
